ORGANIZATION AND MANAGEMENT

          The functions, duties and responsibilities of each office has been thoroughly reviewed and consequently summarized as follows:

PROVINCIAL GOVERNOR'S OFFICE

  1. Exercises general supervision and control overall programs, projects services and activities of the provincial government.
  2. Enforces all laws and ordinances relative to the governance of the province and the exercise of the appropriate corporate powers.
  3.  Initiates and maximize the generation of resources and revenues and apply the same to implementation of development plans, programs, objectives and priorities.
  4.  Ensures the delivery of basic services and provision of adequate facilities

OFFICE OF THE SANGGUNIANG PANLALAWIGAN

  1. Reviews all ordinances and pass resolutions necessary for an efficient and effective provincial government.
  2.  Generates and maximizes the use of resources for the development plans, programs, objectives and practices of the province with particular attention to agro-industrial development and country wide growth and programs.
  3. Grants franchise, approve the issuance of payments or licenses or enact ordinances levying taxes, fees and charges upon such conditions and for purposes intended to promotes the general welfare of the inhabitants of the province.
  4. Approves ordinances which shall ensure the efficient and effective delivery of basic services and facilities.
  5. Exercises such other power and performs other duties prescribed by law

PROVINCIAL ADMINISTRATOR'S OFFICE

  1. Develops plans and strategies and upon approval by the Governor implements the same particularly those which gave to do with management and related programs and projects.
  2. Assists in the coordination of all the work of all officials of the local government unit under the supervision, direction and control of the Governor.
  3. Fronts of the delivery of administration support services particularly those related to the situation during and in the aftermath of man-made and natural disasters and calamities
  4. Recommends to the Sanggunian and advises the Governor on all matters relative to management and administration.
  5. Exercises such other power and performs such other duties and functions as maybe prescribed by law or ordinances.

PROVINCIAL PLANNING AND DEVELOPMENT OFFICE

  1.  Formulate integrated economic, social, physical and other development plans and policies for consideration of the Provincial Development Council.
  2. Conducts continuing studies, researches, and training programs for implementation.
  3. Integrates and coordinates all sectoral plans and studies undertaken by the different groups or agencies.
  4. Monitors and evaluates the implementation of the different development programs, projects, and activities in the province in accordance with the approved development plan.
  5. Prepares comprehensive plans and other development planning documents for the consideration of the Provincial Development Council.
  6. Analyzes the income and expenditure patterns, and formulates and recommends fiscal plans and policies for consideration of the finance committee of the province.
  7. Promotes people participation in development planning within the province.
  8. Acts as secretariat of the Provincial Development Council

PROVINCIAL ACCOUNTANT OFFICE

  1. Takes charge of both accounting and internal audit services of the Provincial Government.
  2. Prepares and submits financial statement of the Governor and Sannguniang Panlalawigan.
  3. Appraises the Sangguniang Panlalawigan and other local government officials on the financial conditions and operations of the provincial government.
  4. Certifies to the availability of budgetary allotment to which expenditure and obligations maybe properly charged.
  5. Exercises such other powers and performs such other duties and functions as may be provided by law or ordinance.

PROVINCIAL BUDGET OFFICE

  1. Prepares forms, orders and circulars embodying instructions on budgetary and appropriation matters for the signature of the Governor.
  2. Reviews and consolidates the budget proposals of the different offices of the province.
  3. Assists the Governor in the preparation of the budget and during the budget hearing.
  4. Study and evaluate budgetary implications of proposed legislation and submit comments and recommendations.
  5. Submit periodic budgetary reports to the Department of Budget and Management.
  6. Coordinates with treasurer, the accountant, and the planning and development coordinator for the purpose of budgeting.
  7.  Assists the Sangguniang in reviewing  the approved budget of component local government units.

PROVINCIAL GENERAL SERVICES OFFICE

  1. Recommend to the Sangguniang and advise the Governor, on all matters relative to the general services
  2. Manage provincial properties and supplies on the procurement, storekeeping, maintenance and disposal.
  3. Maintain and supervise janitorial landscaping and other related services in all local government public building and other real properties whether owned of leased by the local government unit.
  4. Exercises such other powers perform such other duties and functions as may be prescribed by law or ordinance.
  5. Recommend to the Sangguniang and advise the Governor, on all matters relative to the general services.

PROVINCIAL TREASURER'S OFFICE

  1. Advises the Governor and the Sangguniang Panlalawigan and other officials concerned regarding disposition of local government funds and such other matters relative to public finance.
  2. Takes custody and exercise proper management of the funds of the province.
  3. Takes charge of the disbursement of all provincial funds and such other funds in his custody.
  4.  Inspects private commercial and industrial establishment in relation to the implementation of tax ordinances.
  5. Maintains and updates the tax information system of the provincial government.
  6.  Exercises other powers, duties, functions prescribed by law or ordinance.

PROVINCIAL ASSESSOR'S OFFICE

  1. Initiates, reviews and recommends changes in policies and objectives, plans and programs, techniques, procedures and practices in the valuation and assessment of real properties for taxation purposes.
  2. Establishes a systematic method of real property assessment.
  3. Installs and maintains a real property identification and accounting system.
  4. Prepares, installs and maintain a system of tax mapping, showing graphically all property subject to assessment and gather all data concerning the same.
  5. Conducts frequent physical surveys to verify and determines whether all real properties within the province are properly listed in the assessment rolls.
  6. Exercise the functions of appraisal and assessment primarily for taxation purposes.
  7. Prepares a schedule of the fair market value for the different classes of real properties
  8. Issues upon request of certified copies of assessment records of real property.
  9. Submits every semester a report of all assessment to local chief executive and SP.
  10. Exercises technical supervision and visitorial functions over all component city and municipal assessor.

PROVINCIAL HEALTH OFFICE

  1. Formulates program implementation guidelines and rules and regulations for the operation of the Provincial Health Office in order to assist the Governor in the efficient, effective, and economical implementation of health services program geared to implementation of health-related projects and activities.
  2.  Formulates measures for the consideration of the Sangguniang and provide technical assistance and support to the Governor in carrying out activities to ensure the delivery of basic services relative to health.
  3. Develops plans and strategies and upon approval by the Governor, implement the same particularly those which have to do with health programs and projects.
  4. Exercises general supervision over health officers of component cities and municipalities.

PROVINCIAL SOCIAL SERVICES OFFICE

  1. Formulates measures for the approval of the Sanggunian and provide technical assistance and support to the Governor in carrying out measures to ensure the provision of adequate facilities relative to the integration of the population development principles providing access to said facilities and services.
  2. Assists the Governor in the implementation of the Constitutional provisions relative to the population development and promotion of responsible parenthood.
  3.  Recommends to the SO and advise the Governor on all matters relative to social welfare and development services which will improve the livelihood and living conditions of the inhabitants.
  4. Coordinates with government agencies and non-government organizations which have for their purpose the promotion and protection of all needy, disadvantaged, underprivileged or impoverished groups or individuals.
  5. Does other functions that may be assigned.

PROVINCIAL ENGINEER'S OFFICE

  1. Initiates, reviews and recommends changed on policies and objectives, plans and programs, techniques, procedures and practices in infrastructure development and public works in general of the provincial government.
  2. Advises the Governor on infrastructure, public works and other engineering matters.
  3. Administers, coordinates, supervises and controls the construction, maintenance, improvement and repair of roads, bridge and other engineering and public works projects of the provincial government.
  4. Provides engineering services to the provincial government including investigation and survey, engineering designs, feasibility studies, and project management.
  5. Exercises technical supervision over all engineering offices of component cities and municipalities.
  6. Exercises such other powers and functions as may be prescribed by law or ordinance.

PROVINCIAL AGRICULTURE & NATURAL RESOURCES OFFICE

  1. Recommends to SP and advise the Governor on all matters related to agriculture, aquaculture, veterinary services, protection, conservation, maximum utilization, and application of appropriate technology, which will improve the living conditions of the inhabitants.
  2. Coordinates with government agencies and non-governmental organization which promote agricultural productivity, increase the number and improve the quality of livestock, poultry and other domestic animals for work or human consumption.
  3. Provides extension services to beneficiaries of forest development projects and render assistance for natural resources related conservation and utilization activities consistent with ecological balance.

PROVINCIAL COOPERATIVE AND   ECONOMIC ENTERPRISE OFFICE

  1. Formulates measures for the consideration of the sanggunian and provide technical assistance and support to the governor in carrying out measures to ensure the delivery of basic services and provision of facilities through the development of cooperatives and in providing access to such services and facilities.
  2. Develops plans and strategies and upon approval thereof by the governor, implement the same, particularly those which have to do with the integration of cooperatives principles and methods in programs and projects which the governor is empowered to implement and which the sanggunian is empowered to provide for under this code.
  3. Assists in the organization of cooperatives.
  4. Provides technical and other forms of assistance to existing cooperatives to enhance their viability as an economic enterprise and social organization.
  5. Assists cooperatives in establishing linkages with government agencies and non-government organizations involved in the promotion and integration of the concept of cooperatives in the livelihood of the people and other community activities.
  6. Recommends to the Sanggunian and advise the governor on all other matters relative to cooperatives development and viability-enhancement which will improve the livelihood and quality of life of the inhabitants.
  7. Exercises such other powers and perform such other duties and functions as may be prescribed by law or ordinance.

PROVINCIAL VETERINARY OFFICE

  1. The veterinarian shall take charge of the office for veterinary services and shall formulate measures for the consideration of the sanggunian and provide technical assistance and support to the governor, as the case maybe, in carrying out measures to ensure the delivery of basic services and provision of adequate facilities.
  2. Develops plans and strategies and upon approval thereof by the governor, as the case maybe, implement the same, particularly those which have to do with veterinary related activities which the governor is empowered to implement and which the sanggunian is empowered to provide for under this Code.
  3. a.) The  veterinarian shall  advise  the   governor  as   the   case maybe, on all matters pertaining  to  the  slaughter   of animals for human  consumption  and  the regulation  of    slaughterhouses.b.) Regulates the keeping of domestic animals;c.) Regulate and inspect poultry,  milk and dairy products for  public consumptions; d.) Enforce all laws  and  regulations  for  the  prevention  of cruelty to animals; and e.) Take the  necessary  measure  to  eradicate,  prevent  or cure all forms of animal diseases.
  4. Be in the frontline of veterinary related activities, such as in the outbreak of highly contagious and deadly diseases and in situations resulting in the depletion of animals for work and human consumption, particularly those arising from and  in the aftermath of man-made and natural disasters and calamities.
  5. Recommends to the sanggunian and advise the governor, as the case maybe, on all other matters relative to veterinary services which will increase the number and improve the quality of livestock, poultry and other domestic animals used for work or human consumption; and
  6. Exercises and performs such other duties and functions as may be prescribed by law or ordinance.
