The Port of Surigao located in the capital city is the base port of the province. It is the main focal point of foreign and domestic shipping, serving as gateway to Mindanao. The Port of Surigao has modern essential facilities that can accommodate all types of sea vessels. It has three terminal ports namely; the Port of Dapa in Siargao Island, the Port of San Jose in Dinagat Island and the Port of Lipata in Surigao City where the ferry terminal is located. Private companies like the Pacific Cement Company have their own port. Island municipalities are served by smaller ports of timber construction.

In order to promote the role of Surigao City being a medium town, its port shall be expanded and modernized to accommodate foreign and domestic shipping. Expansion is also required for the ports of Dapa and San Jose to serve light sea crafts in the outlying coastal villages.
